El coronel Percy Tenorio Gamonal dirigi\u00f3 la represi\u00f3n policial en la avenida Nicol\u00e1s de Pi\u00e9rola en noviembre de 2020<\/p>\n\n\n\n

El nuevo jefe de seguridad del Congreso de la Rep\u00fablica es el coronel Percy Tenorio Gamonal, uno de los altos mandos que comand\u00f3 la violenta represi\u00f3n de noviembre de 2020<\/strong> contra el r\u00e9gimen del \u2018acciopopulista\u2019 Manuel Merino de Lama.<\/strong><\/p>\n\n\n\n

El investigado por la Fiscal\u00eda por el presunto delito de asesinato con alevos\u00eda<\/strong> en agravio de los j\u00f3venes Inti Sotelo y Bryan Pintado<\/strong>, quienes murieron por el impacto de perdigones de plomo -seg\u00fan pericias fiscales-, es desde el 1 de septiembre<\/strong> el responsable de la seguridad de los 130 congresistas y cinco parlamentario andinos.<\/p>\n\n\n\n

Seg\u00fan revel\u00f3 el portal Sudaca, pese a que la designaci\u00f3n del jefe de seguridad del Congreso depende del comando policial, este debe ser aprobado por la titular del Legislativo, es decir por la \u2018acciopopulista\u2019 Mar\u00eda del Carmen Alva<\/strong>. As\u00ed lo confirm\u00f3 el ex segundo vicepresidente del Congreso, Luis Roel (Acci\u00f3n Popular).<\/p>\n\n\n\n

\u201cLa presidencia de la Mesa Directiva puede decir que no est\u00e1 a <\/strong>gusto y se hace el cambio. El encargado de la seguridad del Congreso queda a disposici\u00f3n de si acepta o no la presidencia del Congreso. Depende de la presidencia\u201d, manifest\u00f3 al citado portal period\u00edstico. Ni Alva ni el vocero de su equipo de prensa respondieron.<\/p>\n\n\n\n

\u201cOrden\u00f3 represi\u00f3n\u201d<\/strong>
De acuerdo a los reportes policiales y fiscales, el coronel Percy Tenorio se desempe\u00f1\u00f3 como jefe de la Direcci\u00f3n de Operaciones Especiales de la Polic\u00eda<\/strong> y, durante las protestas de noviembre de 2020, lider\u00f3 un contingente de \u201c140 agentes desplegados en la avenida Nicol\u00e1s de Pi\u00e9rola<\/strong> y sus intersecciones\u201d.<\/p>\n\n\n\n

Luego de 10 meses de investigaciones, el 30 de septiembre la fiscal provincial Jhousy Aburto Garavito formaliz\u00f3 la denuncia contra el citado coronel y otros oficiales por \u201casesinato con alevos\u00eda<\/strong>\u201d en agravio de Inti y Bryan. Seg\u00fan el documento, Tenorio era \u201cel responsable del aspecto t\u00e1ctico y operativo de la operaci\u00f3n policial\u201d.<\/p>\n\n\n\n

Seg\u00fan informe de la ONU, las fuerzas de seguridad hicieron un \u201cuso innecesario y excesivo de la fuerza\u201d contra los manifestantes, incluyendo periodistas.<\/figcaption><\/figure>\n\n\n\n

Adem\u00e1s, orden\u00f3 \u201ca sus subordinados agentes policiales hacer uso de la fuerza de manera desproporcional, indiscriminada e ilegal<\/strong>, empleando armas potencialmente letales (perdigones de goma, bombas lacrim\u00f3genas y otros) y municiones prohibidas<\/strong> (perdigones de plomo), disparando directamente el cuerpo de los manifestantes\u201d.<\/p>\n\n\n\n

Lugar de asesinatos<\/strong>
Las pesquisas, el s\u00e1bado 14 de noviembre el entonces subcomandante general de la Polic\u00eda, Jorge Lam Almonte, orden\u00f3 a los altos mandos \u201cneutralizar cualquier acto de protesta\u201d. As\u00ed, Tenorio orden\u00f3 al capit\u00e1n Mario Garc\u00eda Ch\u00e1vez \u201cacelerar el paso\u201d en la avenida Nicol\u00e1s de Pi\u00e9rola, y Garc\u00eda a su vez, <\/strong>\u201chabr\u00eda dispuesto que comenzaran a disparar con las armas potencialmente letales\u201d.<\/p>\n\n\n\n

Precisamente, Bryan Pintado muri\u00f3 en el cruce de las avenidas Pi\u00e9rola con Abancay producto de una r\u00e1faga de perdigones de plomo<\/strong>: cuatro en la cabeza, dos en el cuello, dos en el t\u00f3rax y dos en el brazo derecho. Por su parte, en el cruce de jir\u00f3n Lampa con Nicol\u00e1s de Pi\u00e9rola, Inti Sotelo recibi\u00f3 \u201cun perdig\u00f3n de plomo a la altura del t\u00f3rax\u201d, ocasionando su muerte.<\/p>\n\n\n\n

\u201cEran delincuentes\u201d<\/strong>
En declaraci\u00f3n ante el Ministerio P\u00fablico, Tenorio rechaz\u00f3 ser responsable del uso de armas durante la represi\u00f3n de noviembre. Asimismo, afirm\u00f3 que la Polic\u00eda actu\u00f3 \u201cdentro del marco de la ley\u201d<\/strong> y que \u201clos cargos por los que se me acusa no se ajustan a la realidad de los hechos\u201d.<\/p>\n\n\n\n

Esto dijo el 5 de agosto de 2021: \u201cDebemos diferenciar entre manifestantes y delincuentes. Los primeros son con quienes coordin\u00e9 cuando empez\u00f3 la marcha. Los \u00faltimos, que ahora refieren haber sido agredidos por la PNP con canicas de vidrio y perdigones, son delincuentes\u201d.<\/strong><\/strong><\/p>\n\n\n\n

Adem\u00e1s, narr\u00f3 a la Fiscal\u00eda que se enter\u00f3 de las muertes de los dos protestantes cuando se encontraba en el cruce de los jirones <\/strong>Oco\u00f1a y Caman\u00e1, cerca al lugar de los asesinatos. Tanto el registro period\u00edstico, las pericias fiscales como informes internacionales<\/a><\/strong> documentaron una desproporcionada<\/strong> represi\u00f3n policial<\/strong>.<\/p>\n\n\n\n

El coronel de la PNP tambi\u00e9n es investigado por presuntamente pertenecer a una supuesta red de corrupci\u00f3n policia<\/strong>l y estar \u201cdetr\u00e1s de tres empresas que ganaron licitaciones\u201d para abastecer a la polic\u00eda de mascarillas, alcohol y guantes debido a la pandemia de COVID-19.
